Are you sure you're setting the alarm and not accidentally hitting the panic button?
my alarm remote does not honk wen locked
well normally u only have to hit the lock button once ... on my 02 escape if i hit it twice it honks ... granted it is an annoying sound and loud too .... try to just press the lock button only once. see if that locks it instead of pressing it twice.

Answer for crazy alarmmy 1997 Nissan altima is similar when i park the car and lock the dorrs its fine when i return to the car and open the door with the key the lights start flashing and the horn/alarm starts going off when i put the key in the ignission the alarm stops... very intresting and wierd......
if you have a key fob hit the lock button and the doors should lock press it again, the horn should honk , alarm is on. to test it out roll your windows down first then go and lock the doors with the fob and hit lock to set the alarm on, (horn should honk) unlock the door by hand and open door, horn should honk quietly then go off full volume after 30 seconds
Sounds like this car has the remnants of an aftermarket alarm or keyless entry. If the alarm has passive arming turned on and is malfunctioning, it can cycle the doorlocks and or honk the horn or siren (depends how it was installed. you could also get your wiring and fuses checked.
