You may have the P71 Package (Police Interceptor), in which these sections of the taillamps are separate for police strobe lamps.

I found the problem, one of the brake lines going to the rear wheels is leaking. :(
Look under the dash on the driver's side, half way down the brake pedal. When you depress the brake pedal, the pedal moves away from this switch, which allows the brake light pedal circuit to complete, and your brake lights come on. This brake light switch is always hot/on, as required by federal law, so that even with no key in the ignition, if you hit your brake pedal, the brake lights will come on.

I had this problem in my 1998 Honda Prelude. The brake fuse light may be blown out. Under the hood in my Prelude, there is a black box. Open it and check for a brake fuse that may be blown. I think there was some wording on the box for me such as "Light" for me to distinguish the right fuse. The tiny wire inside the fuse will be split in half, so you know that it is the one that is blown. I bought some new fuses at Pep Boys and changed it. Now my brake lights work.
Did you check the bulbs to make sure that they're not burned out? Brake/tail light bulbs usually have two lamps built into a single glass bulb. Maybe half of it is burned out.
