Type your answer here... could be the vacuum pump. Diesel engines do not create vacuum, so they have a external pump. on my 96 it is on the drivers side (one of the accessories on the serpentine belt). I've replaced it twice in 240,000 mi. you can take the hose off it, start the engine, and see if it creating vacuum, also if the pulley is wobbely,its shot.
