Simply put... It's because the failure mode of the blower control module is electric power on! (even with ignition off)... Disconnect the battery, or better... find and remove the 30 amp blower fuse. Remove and replace module with serviceable unit. Reinstall fuse or reconnect battery. Good luck! Note: If the blower is noisy at high speed or in cold temperatures, (if it vibrates or rumbles and squeals), now is the time to change it!
99% of the time, the blower motor relay, or resistor block,will be bad if the fan motor only works on high speed.

If the blower motor is bad then you need to replace it, you don't repair it. The blower is located under the hood and you will need loosen the cradle bolts to rock the engine to remove the blower motor. Book time for this job is 2 hours................

Blower motor control relay under dash behind blower motor is bad or has water in it from cabin filter port.
i think what you are refering to is a blower staying on all the time, if so the blower motor has shorted the control module, you need to replace the blower motor and control module.
