The dash lights and the tail lights are on the same fuse. In all probability, you have a short circuit in the tail light wiring.
It may be wired wrong.
Sounds like you might have a bare wire under your dash or behind your instrument cluster that is shorting out causing your fuse to blow

Rotate the headlight switch knob left or right with headlights turned on.
the dash and radio lights are supposed to dim when the headlights come on. Make sure you have the brightness of the dash lights turned up as much as possible.
