It is in the passenger compartment relay fuse box. This is under the dash board on the driver side to the left of the steering wheel. It is near a shiny metal box, the ECM. My passenger compartment relay box has two relays in it, one for the power windows in the corner and the other for the fuel pump in the center. If you have large hands replacing the relays is quite difficult!
The Starter relay in the engine compartment fuse box may also be faulty and should be checked.

Check the fuse located in the fuse block. Use a multimeter to confirm that electricity is present at the fuse location. The fuel pump only runs when the ignition key is turned to the on position. Turn the key to the on position without starting the car. Have somebody near the gas tank listen for the wirring noise of the fuel pump. Check the pump electrical connections at the fuel tank with a multimeter with the ignition key turned to the on position. A fuel pump needs electricity to run.
Depends. On older cars, a mechanical fuel pump was used. It mounted to the side of the engine and the crank shaft moved the arm of the pump to pump gas to the carb. The pump now is usually located in the tank and is electric. When you turn the ignition key to on, it sends a signal to the pump which pressurizes the pump. When the car is started, the pump runs and sends the right amount of fuel to the fuel injectors though a series of relays and sensors.
You have a bad fuel pump, it is not pumping enough fuel to start it. When you cycle the key on and off a few times the pump pumps enough fuel to start it. REPLACE FUEL PUMP.
