In a 1997 Chevy Tahoe, the lower radiator hose remains cool while the upper hose is warm because the lower hose is connected to the radiator's outlet, which typically carries coolant that has been cooled by the radiator. The upper hose, on the other hand, delivers hot coolant from the engine to the radiator for cooling. If the lower hose is cool, it may indicate that the coolant isn't circulating properly, possibly due to a malfunctioning thermostat or a blockage in the system.
