Sounds like your alternator is going bad. The extra juiced used when breaking robs power from the other lights. Pulsing when idling sounds like the voltage regulator which is built into the alternator. Have it replaced.

To turn on the console lights in a 2005 Subaru Outback, simply ensure that the vehicle's ignition is in the "On" or "Run" position. The console lights typically activate automatically when the headlights are turned on or when the vehicle's interior lights are engaged. If the lights do not turn on, check the dimmer switch for the dashboard lights, which may also control the console illumination. If issues persist, consult the vehicle’s manual or a professional for further assistance.
In the back should be tail lights which always come on when the headlights or parking lights are on, and stoplights which come on whenever the brakes are pressed. The stoplights should be brighter than the tail lights, but they should be separate.
You might have worked on the radio and forgot to replug in the 'lights' button on the center console.
Fog lights are in the front; they are commonly referred to as "brights" because they are the brighter of the two standard headlights. Brake lights are in the rear; they light up when pressure is applied to the brakes or when the car is in park or reverse.
They are either the wrong bulbs or one of the filaments is burned out. The bulbs should have two filaments. One is illuminated when the lights are on. The other is brighter when the brakes are used.

The brake lights should not come one until you step on the brakes. The tail lights should come on when the headlights are on. If they're weak, maybe there's dirt in/on the lenses or maybe the bulb is old and clouded. Change the bulbs and see if that improves things.
Check the fuse for the headlights. It is probably open.
IT'S PROBABLY JUST A PROBLEM WITH THE PRINTED CIRCUIT BEHIND THE DASH.
check the ignition switch under the console on the steering column
