The mechanism that causes the steering column to lock usually operates automatically when you remove the ignition key.
Either:
- The ignition key has been removed properly but the mechanism is stuck or worn and you need to tap the ignition key slot a few times to hear a click and then turn the wheel to lock it. (My Rover does this from time to time - some penetrating oil and a light machine oil help)
- The mechanism is broken as it has been damaged / removed / circumvented in the past.
- You are not turning the wheel far enough clockwise (or counter-clockwise) for the locking mechanism to engage.

To remove the steering wheel lock plate on a 1971 Buick, first, ensure the ignition is in the "off" position and disconnect the battery. Next, remove the steering wheel by unscrewing the center nut and using a steering wheel puller if necessary. Once the wheel is off, locate the lock plate; use a lock plate removal tool to compress the spring and remove the retaining clip. Finally, lift off the lock plate carefully.

Jiggle the steering wheel as you turn the key. I've owned several cars in which the steering wheel lock wouldn't let the key turn if there was any pressure on the steering wheel lock.

If you have the key and it won't turn the lock cylinder try jiggling the steering wheel while turning the key. If the steering wheel lock is merely jammed that should loosen it enough to turn the key. On the other hand if you don't have the key or the lock itself is jammed you may want to replace the lock cylinder.
