You have a short in the cluster.
if you have already replaced the motor, i would look into getting a window regulator. take some spray silcone and spray the window tracks. when a fuse blows it blows. all the fuse dose is provide a path for current to flow. when it blows there is a "open" in the circuit and current will no longer be able to flow. sounds like it could also be a bad ground.
Depends on what is wrong with it. Start by checking the fuse. If it is good then apply 12 volts directly to the horn. If it blows you know it is good so there is a problem with the switch or wiring. If it does not blow it is bad and must be replaced.
my Chevy cobalt 2005 keeps blowing the fuse everytime i put my windows up or down i had the door wireing replace a new window motor replaced new switch and it still blows the fuse what can the problem be

COULD BE A BAD HEATER CORE COULD BE A BAD HEATER CORE sounds like the heater control switch needs replacing.if that doesnt fix it, you need new heater core

There generally is a insulator on or around the horn plunger. Did it get forgotten, pinched, etc.? I believe the problem is here. Airbag is unrelated I believe.

It blows like a fuse once it reaches a certain temp and must be replaced.
on every door panel there's a switch disconnect all the switches at the same time in stall new fuse and try to roll down 1 window at a time .each time reconnect a door switch and which ever one blows the fuse your problem is in the switch or the motor start with the switch first.
