Probably one of two reasons: either the sender is bad, or the thermostat is stuck open. Anything else is unlikely.

In the 1997 Mercury Villager, the Transmission fluid dipstick is located on the driver's side of the engine just in front of and below the master cylinder/brake fluid check. The 97 Villager has a bulbous knob on top with no indication that it is the Transmission fluid.
The ignition control module sit directly below the distributor.
The horn is locared on the LH front of the vehicle, below left headlamp
I had this problem and it was my battery,but could also be in need of antifreeze.
you put the fluid in the same tube as dipstick right below and forward of battery
The EGR Valve is located just below the firewall lip top center of the engine compartment.
The transmission fluid dipstick is just to the left of and below the battery and fuse box.
There isn't one. The engine sits below the radiator, one is not needed.
