To replace the fuel pump on a 1999 Mercury Villager Sport, first, relieve the fuel system pressure by removing the fuel pump fuse and running the engine until it stalls. Then, disconnect the battery and drain the fuel tank. Remove the tank by unbolting it from its supports and disconnecting the fuel lines and electrical connectors. Finally, access the fuel pump by removing the retaining ring from the top of the tank, replace the pump, and reassemble everything in reverse order.

If it stalls at idle or when slowing down, it could be a fuel filter. Or it could be the ignition control module.

Stalling when stopping can be a sign of a bad lock-up torque converter solenoid. But if it stalls while in park, it may also be a very bad vacuum leak, especially if it idles rough. I am assuming it has good plugs and plug wires.
Fuel pump is going bad or the fuel filter is plugged near solid.
