Wiggle the steering wheel at the same time you try to turn the key. It may just be lodged against a stopping point.

Grab your steering wheel at the top and pull hard to the left and turn the key at the same time.
As far as I know the clock spring allows the wiring to the steering wheel horn and cruise control buttons to feed in and out when the steering wheel is turned
If it is an aftermarket item it could be a by-pass switch for a remote start.
Keep jiggling the steering wheel back and forth.
your wheels are more than likely turned hard in one diretion turn your steering wheel hard in the diretion of the wheels and turn key
To adjust the steering wheel of a 2003 Ford Ranger, locate the lever underneath the steering column. Pull the lever down to unlock the steering wheel, then adjust the wheel to your desired position. Do you mean that you cannot turn the steering wheel left or right? When you say that "steering locks up" it sounds as though you're talking about the steering wheel. Other than that, I would suspect the transfer case. On a truck this old, the transfer case could be rusted up.
