I had the same thing happen to me and my 96' suburban. It turned out to be that the battery was shot and wouldn't hold enough of a charge to turn over the engine. Might be the same thing with you.

To reset the anti-theft system on a 1999 Chevrolet Suburban, first ensure the vehicle is in the "Off" position. Insert the key into the ignition and turn it to the "On" position without starting the engine. Leave it in the "On" position for about 10 minutes; you should see the security light turn off after this period. Afterward, turn the ignition back to "Off" and then start the engine.
