The rear hatch / liftgate is held up with 2, gas-charged lift arms.

They will eventually wear out and require replacing.

These are very easy to replace, with a spring clip on each end - pry the clip up with a small flat screwdriver.

NOTE: Painful lesson learned: be sure to have someone hold the door up while you're working on it - save on the headache pills by not letting it hit you!

Where is fuse for license plate light on a 2004 ford free star?

Lol, i own a 2004 Freestar and had a similar issue. Come to find out it was not the fuse, but like every other plastic piece on these vans the little license plate lights are held on by little flimsy plastic gromets that deteriated and made the little lights fall into the metal rear hatch. Had to open the hatch and take off the plastic panel to reach them, then had to use rubber bands to hold them back in place on the hatch. Took me about and hour.
