The blower motor speed resister is probably burned out.
Low coolant in the system. Defective heater control valve. Clogged heater core.
The heater valve could be failing to open for one reason or another.
Maximum RPMs are controlled by the PCM. Check with a speed shop to see if they have an aftermarket chip to replace the original. If you blow your engine, it would NOT be covered by warranty.

The high speed of the blower is controlled by a black rectangular relay on the firewall facing the engine compartment on the passenger side (I think there are 3 relays there) one is for the high speed. If you open it and the plastic base looks melted > it's most likely the relay I believe the ralay is under-rated bacause if you use high speed alot (like I do) it burns out prematurely. I had to replace mine in my 1996 Blazer two times in 140,000 miles

Check Antifreeze level..make sure there are no leaks under the vehicle.
Sounds like your Blower motor resister, it controls the voltage to your blower motor, controlling the speeds, if you always have it on high, med ect. that speed is more likly to burn out first
possibly a high speed blower relay. If the the ac works on all speeds but high, this is my bet. You should be able to pick up a replacement relay at most parts stores.
The resitors or contacts to the resistors have quit. Start at the switch, check continuity/resistance on the input and output for each speed.
