Low on freon, faulty pressure switch, faulty clutch. Jumper the low pressure switch with a paperclip (can running, AC on), if the clutch cycles, it's either low on freon, or the low pressure switch is bad.
The whining noise in our 2001 2.2 cavalier turned out to be the a/c compressor. It ended up going out at about 120,000 miles. I would suggest having it serviced. I wish we would have had ours serviced.

You can add Freon to your 1999 Chevrolet S 10 pickup truck cooling system, through the air conditioning compressor ports. The ports are located on the top of the compressor. You would add r134 refrigerant through the low pressure port located on the accumulator/dryer.

Low coolant pressure, possibly cooling fan on back of radiator not functioning, broken wiring to compressor. You can pick up DIY A/C kits at autozone or the like nowadays.
