I had the same problem with my 2000 TC, Check the blower control module. It's mounted on the fire wall in the engine compartment (right side) almost behind the throttle body. It should have a red and white label on it. It's kind of hard to get to, but that's probally your problem.

I had the same problem on my 99TC.

Tap on the control modual with a screwdriver.
