Make sure the light has a good ground.
If the headlight that runs through the modulator first is out then the daytime running lights won't work. Change the bulb and the daytime lights should then work.

I believe it is under the dash on the pass side of van. If your daytime lights go on and off when driving it you better get it change >mine went out the security light came on and would not start.

there is a number of things that could cause this. here are a few easy ones to check. is the e-brake fully disengaged. are the bulbs burnt out. is the wiring harness plugged into the daytime lights bulbs and in good condition. if these check out, you may have a fault in the daytime running light module.

I replaced it and everything went back to normal You can also try replacing the DRL (daytime running light) relay in the fuse box on the side of the dash. It pulls right out...$12 for replacement. From my experience the problem may not have to do with the DRL, but with the turn signal switch / headlight switch module. These are approximately 59.00. You will need a steering wheel puller, screwdriver (flathead), and possibly pliers. Be sure to disconnect the battery before servicing though.
It is possible - you must splice the fog light power leads into the DRL circuit and they should come on as the DRL's would.
