remove instrument cluster and clean plug at rear of cluster and other plug in dash, common problem - dirty plug causes no cluster activity and or goofy stuff
buy a new instrument cluster or check the wires in back my car had that problem and it was a loose connection to the back of the panel

Is it just the cluster or the whole dash lights are out? If whole dash check the fuse or as I have had similar problem light this was the headlight switch and replaced it.

2000 Ford Expeditions with digital odometers are prone to the common intermittent odometer problem. That is, the odometer sometimes works normally and at other times the odometer display will be dim or completely blank.
