Check to see if parking lights are working - usually same fuse or could be light switch itself if all fuses are good
Brake lights and turn signals are on a separate circuit from the tail lights. Tail lights are on the same circuit with the dashboard lights. If the dashboard lights aren't working either, check the fuse. If they ARE working, check the headlight switch.
Do you have lots of paper or other debris/refuse on the dashboard?

If all the dash lights are out then there is two causes for this. The first is all the fuses have blown the other is the relay for the dashboard lights has went out.

look at the top of the brake pedal under dashboard you can usually adjust them so the brake lights dont stay on.
Usually a fuse. when the fuse blows the dash lights AND tail lights dont work. If your tail lights work and dash lights dont, check bulbs, if all blown at once you may have a shorting problem. If bulbs are good you may have a bad connection. Tracing wires is a big job. Get yourself a good quality test light.
No lights light up and I presume no sounds when you turn the key, I would first check to see if the battery has a charge.
The problem I had with my 95 Jetta was the dashboard light fell out of the dashboard. I was told it was a manufacturer's defect when it happened in 96-97 to me, but VW was not going to fix it. Would have cost me about $100 to get the holster (not sure of name for piece). This is a common reason why the dashboard will not illuminate.

Some Metros had this problem as a result of bad wiring from the factory. First make sure the bulbs work. If they dont, replace the wiring for the back lights (I had to do this on mine). It's a little pricey but worth it for a good car.
