Had this problem with my 95. You need to remove the pad that sits over the airbag, and use an ohm meter to check if either of your horn switches are shorted. Most likely, one is and you can bypass it while retaining the functionality of the other. Not a job i would recommend for the do-it-yourself-er. Take it to the mechanic for this one
== Another possibility is that your horn pad expanded in the heat- happened to me. It, unfortunately, involves replacing the entire airbag assembly. Very costly, and if you attempt it yourself, get a HAYNES manual to disable the airbag.
