I would start with checking the fuse for your back up lights if it is good then check bulbs and if they are good then go on to check if your battery is connected.. if your getting power from batt, then see if you are getting power from batt to the fuse. if no then the link between bat and fuse is bad someplace there is a short or a broken connection. if you are getting power to the fuse then check the connection where the bulbs go use a simple meter to check for voltage there. this is where i would start.. if still no go then we can look deeper but im sure you will most likely find your issue by following these steps first

Both a stuck reverse switch and shorted wiring can be causes for reverse lights to stay on. Under normal circumstances, the reverse lights turn off as soon as the vehicle is shifted out of reverse.
under the headlight and above the amber turn lense there will be a star shaped screw. Remove that and with the hood open pull gently on the amber part until it comes out. There you will find your bulbs...

If I understand you correctly, the dimmer dial near the headlight switch is turned down; simply turn the dimmer dial until it clicks and the lights should turn on.
Fog lights are only accessable when headlights are on; once headlights are on, pull shaft/stalk out to turn on fog lights.
