Interest groups can operate at all levels of the government ranging from federal to local governments. An interest group can be a civil rights group, a charitable organization, or simply a neighborhood association.
Sometimes agencies themselves have support from various interest groups, which can clash with the views of the President. Congress also has influence over the government's bureaucracy.
In the US, at least, interest groups, like individual citizens, can encourage legislators to propose legislation for any purpose they wish. At the federal level, only a Senator or member of the House of Representatives can officially introduce a bill for Congressional consideration.

Interest groups exist nationwide, in nearly all countries. These groups look out for the interests of big corporations and companies, primarily. They may say they operate for employee interests, but it's much bigger than common folks. In medical areas, interest groups fight to keep medical reimbursements (payments) at a profitable level or to keep or get more research monies. All these do trickle down to common folks, but still, the interest group is more interested in the macro level of economics rather than the micro level that affects ordinary citizens.

If the municipal bond is issued by the jurisdiction in which the bondholder resides, the interest is tax-exempt from both the federal government and the state government. If there is a local income tax, the interest is tax-exempt at this level, too.
When price increases, interest rate tends to rise. Government budget deficit suggests high Government spending (G) which leads to the rightward shift of AD and hence the corresponding upward pressure on price. Interest rate is determined by the money demand and money supply, government budget deficit suggests that government is unable to tap into reserves to finance spending. They will have to borrow. This increases the demand for money and thus causing the interest rate to rise.
