The North Vietnamese Army (NVA) probably had better morale than the US or the Viet Cong. U.S. morale was pretty decent in early part of the war, but declined drastically after 1967 / 68.
US troops governs the DMZ
The last Federal troops (about 3000 out of a total US Army of 27,000) were withdrawn from the South in 1877 by Rutherford B Hayes.
The Quartering Act allowed each colonial governor to lodge troops. The governors could place them in private establishments if need be.
The function of the three branches of the US federal government is to write, interpret and enforce laws. One might begin to compare/contrast by determining how they are empowered individually to accomplish these goals.
They both have the right to make bills
The significance of Vietnamization was that it allowed U.S. troops to withdraw without actually losing the Vietnam War by training the Southern Vietnamese to fight the Vietminh and Vietcong instead of the US troops.
