No. That restriction only applies to the President. a house member must be at least 25, a resident of the state they wish to represent when elected, not necessarily the particular district, and must have been a citizen for the past 7 years.

The Speaker of the House does not need to be a natural born citizen of the United States. However, should the Presidency and Vice Presidency become vacant at the same time, the Speaker would be unqualified to ascend to the office of President and the next in line, the President Pro Tempore of the US Senate, would become President.
