NO! Instead it provides a basic guide to help gov't restructer to the ever changing need of the populas. Many gov't elected officials however find it a very useful tool hide behind or even promote their own agendas. Just remember though it is best used in amanner in wich it was intended for guide for shaping our future when the need for change arises. Our for fathers all ready understood the need for gov't to adapt to it's people, but find the people with character to make it work is a problem we the people must overcome before the constitution works for anyone.

Some evidence would be to see that historically many government assume new responsibilities and power as their country changes and develops. As a country grows and evolves new issues may arise that the government may need to address.
So the government won't do anything that will go against the constitution. There is no higher power above the constitution.
The Bill of Rights came in the ratification of the constitution and the constitution was needed to form a government after the revolution.
They didn't support the Constitution because they thought that the Constitution gave too much power to the federal government.
