NO! Instead it provides a basic guide to help gov't restructer to the ever changing need of the populas. Many gov't elected officials however find it a very useful tool hide behind or even promote their own agendas. Just remember though it is best used in amanner in wich it was intended for guide for shaping our future when the need for change arises. Our for fathers all ready understood the need for gov't to adapt to it's people, but find the people with character to make it work is a problem we the people must overcome before the constitution works for anyone.
