It's the right to ask your representative(s) in congress for something you want.
The longer version is "petition Congress for redress of grievances" which means asking Congress to fix a problem you're complaining about.
It's probably hard for you to believe that in former times (before the U.S. Constitution) even this right was not usually guaranteed by governments. But they had to write it into the Constitution for a reason!
In recent times, it has come to (often) mean the right to hire a lobbyist to talk to congresspeople for you, and sometimes to put up a billboard where Congresspeople might see it.
