When FDR was president African Americans couldn't vote. Jim Crow laws were still in full force and they were prevented from voting. It won't be until 1965 with the civil rights laws that voting finally took place.
He didn't. They couldn't vote. It wasn't until the 1960's that African Americans could vote because of the voting rights act.
It was unusual for African Americans to vote for Franklin D. Roosevelt (FDR) because, prior to his presidency, the Democratic Party was largely associated with the segregationist South, which upheld Jim Crow laws and racial discrimination. FDR's New Deal policies, which aimed to address economic hardships during the Great Depression, appealed to many African Americans, leading to a shift in their voting patterns. This change marked the beginning of a realignment in African American political allegiance, as they began to move away from the Republican Party, which had been the party of Lincoln and emancipation. FDR's administration also included some efforts to address racial inequalities, though many felt these were insufficient.

Amendments have been added and court decisions . The 22nd amendment was added after FDR died to allow only 2 terms of 4 years for president. After 1955 there was much more added like the change in voting age from 21 to 18 in 1971 with the 26th amendment.

Under constant pressure from the NAACP, from Eleanor Roosevelt, and from individual Black leaders, FDR and his New Dealers made sure that Black Americans shared in the relief programs. Blacks moved into more than a third of new housing units constructed by the federal government during the Depression. In 1932, 75 percent of voting Blacks were Republican. By 1936, thanks to the NAACP and FDR, 75 percent of voting Blacks were Democratic.
It certainly extended it. The electorate was reluctant to "change the horse in the middle of the stream".
