Blacks who dared to vote faced the threat of violence from the KKK and other white supremacist groups. Southern governments resorted to fraud and restrictive laws to prevent black Americans from voting. For example, some states required voters to pass literacy tests. Whites routinely passed and blacks routinely failed. Other states passed " grandfather clauses ' that only allowed men to vote if their ancestors had in 1860.
