As a commander and chief of the armed forces, the president can use the military to intervene or offer assistance in crisis at home and around the world. The president cannot declare war: Only congress holds this power. The president can send troops to all parts of the world for up to 60 days but must notify congress when doing so. The troops may remain longer if congress gives approval or declares war.

The constitution gives congress the responsibility for providing the funds for the military and for establishing the rules for the military. The constitution makes the President the Commander in Chief over the Military. A natural conflict exists between the right to establish the rules and the task of the Commander in Chief in giving orders. Where does one stop and the other one start? The line constantly moves.

Congress and the president share responsibility for the nation's military.

This is so because Congress controls government spending and because the president can only send troops over seas for 60 days unless Congress declares war or gives approval to the troops staying.

The US President is authorized to send the US Military into action in hostile or threatening situations. Only Congress is empowered to declare war, but as the vast majority of large military actions have been in so-called "undeclared" wars, Congress would have to pass legislation prohibiting the funding of the conflicts. The most notable is the Case-Church Amendment to the 1974 appropriations act, which cut off funds to support South Vietnam.

Can the president control trade with foreign nations?

He/She can make treaties, but they need to be approved by Congress.

Why is it better that the president rather than congress control the nation's military and foreign policy?

Military leadership and dealing with foreign nations require quick and decisive action, especially in an emergency. Both conditions are more likely when control is held by one person and not a large group of legislators with varying opinions. The president also has access to relevant secret information through executive agencies like the CIA and NSC that is not widely available to Congress

What does a president do as commander in chief?

The President as Commander In Chief gives the US military its orders, which all members of the military are obligated to carry out as ordered. The President out-ranks all other military officers and makes the decisions on the highest level. Or as George W. Bush once said, he is the decider.

Give examples of checks and balances at work today?

If you look at the Corruption in the corporations, financial institutions and government, there aren't many checks & balances at work, which is the problem today. That being said, the checks and balances that are supposed to be at work today are: The president can appoint supreme court Justices, but the Senate must approve. The president and veto a law passed by congress. The president can appoint his/her cabinet, but the senate must approve. The president controls the military, however congress must declare war. As of the passage of the War Powers Act, the president can only send the military to a place for up to 90 days, unless congress has declared war. The president can pass Executive Orders. The president can make treaties with other nations, but the Senate must approve. The president can grant pardons on prisoners. Congress can override a president's veto. The House of Representatives determines if there is enough evidence to hold an impeachment trial, the Senate holds the trial. If the president or vice president is being impeached, the Chief Justice presides over the trial. If a Justice is being impeached, the Vice-President presides over the trial. All revenue bills must originate in the House of Representatives. Congress cannot impeach its own members, instead it can reprimand or censor it's members. In order to reprimand a 2/3 majority vote must be achieved. Congress is forbidden to delegate any of its powers to any other entity or branch. The Supreme court can declare a law unconstitutional. The supreme court interprets how a law is to be enacted.
