The Head of Government is the Presidente del Gobierno (President of the Government).

General elections are held every 4 years during which the Congress of Deputies and the Senate are elected. After the election the King meets with the head of each political party in the Congress of Deputies and gets their recommendation for a new President. From this list he selects a candidate for the Presidency of the Nation. He submits the name of his selection to the President of the Congress of Deputies. The candidate then meets with the entire Congress of Deputies and describes the plan he has for running the government for the following 4 years. He then asks for a simple majority vote of confidence. If he receives the vote of confidence the King names him Presidente del Gobierno.

It the candidate does not receive a majority vote another vote is held 48 hours later. If he again fails to receive a majority vote another candidate is selected. If, 2 months after the first vote, no candidate has been named President then the King, with the authorization of the President of the congress, will dissolve both the Congress of Deputies and the Senate and call a new General Election.

The President of the Government selects the other members for his Government and the King appoints them.

NOTE: There is no constitutional requirement that he do so, but so far the King has always proposed the head of the party with the most seats in the Congress of Deputies as the next President of the Government.
