I assume you are referring to Richard Dobbs Spaight (1758-1802), who was a signer of the U.S. Constitution. Although he was a strong supporter of George Washington, he seems to have been converted to the view of the Jeffersonian Republicans, who selected their presidential candidates with a caucus comprised of members of congress. This system soon proved unworkable, and was later discarded; but Spaight did not live to see it fail-- he was killed as a result of a duel in 1802, when he was only forty-five. I enclose a link to a site about his life, and that of his son, who also went into politics.

Who formally elected the president?

The Electoral College formally elects the president. The Electoral College is elected based on population of that state and the persons elected cast the vote majority of their state. Who signed the 26th Amendment?

This amendment was passed by Congress on March 23, 1917 and ratified on July 1, 1971 while Richard Nixon was president. However, the president is not part of the amendment process. Proposed amendments do not require the approval of the President. Of course the president can give his opinion and lobby for or against an amendment, but he can not veto it. If he signs it, his signature has no legal bearing on it.
