- If a delegate's absence would leave a state without representation, then he had to get permission to be absent.
- The second important rule entailed when a delegate rose to speak, they must address the president and when doing so, he had to address the present, and while he was speaking, other members had to give their utmost respect and full attention
- A member wasn't allowed speak more than once on the same question. Every other member had to have an opportunity to speak before a member could speak a second time.
- committees could be appointed as needed.
- Any decision made was not final until the entire plan was completed.
- The conventions proceedings were to be kept secret.

∙ 14y agoIt's also known as the Constitutional Convention, where the Articles of Confederation were discussed by leaders like Benjamin Franklin, Washington, Hamilton and Madison. America wasn't running very well as a nation under the Articles and the men at the convention sought to create a new constitution and government, which thy eventually did, making it what it is today. It strengthened the federal government and gave it much more power than it had before and created a system of checks and balances on a three branch government. It also created a system to benefit both large and small states in the legislative branch with the Connecticut Compromise, which gave representation of the House based on state population and representation in the Senate an equal amount in all states.
