Section one of Article two of the constitution specifies that a person must be a "natural born citizen" to be eligible to be POTUS.

The Twelfth Amendment sets forth the same requirements for VP.

Yes, so long as the person in question is a natural born citizen or one born to citizens while abroad. From Black's Law Dictionary, Sixth Edition: "Natural born citizen. Persons who are born within the jurisdiction of a national government, i.e. in its territorial limits, or those born of citizens temporarily residing abroad."
