I think it means that both people are wasting too much time arguing. Maybe one side had more truth or reason, but while they were wasting time and energy going on and on, they could have been doing better things with their time. Also, after arguing with someone for about 15 minutes you should be able to tell if they are really open to being persuaded or not. If you sense they aren't open, then you'd be wrong to keep wasting your breath. A good question to ask near the beginning of an argument or discussion is "What evidence would be enough to persuade you to change your mind?"
