The President of the Senate is an additional duty of the Vice President. That being said, the job of the President of the Senate is to open and close all sessions and can only vote if there is a tie (i.e. 50 for and 50 against).

It is not just the Senate that has power over the President, but Congress as a whole. Congress, which is consisted of the Senate and House of Representatives is part of a system known as "Checks and Balances." This system is made to "watch over" the other 2 branches of our Government. The Executive Branch is the President and his Cabinet. The President checks Congress by approving or vetoing any bills he sees unfit. He can also suggest bills that be made into laws. He also checks the Judicial branch by appointing and firing the Supreme Court Justices. The Legislative Branch is Congress. Congress can check the power of the President by having the power to overturn a veto with 2/3 majority vote of both the House and Senate. Congress holds the power to impeach the President. The Legislative Branch is also the Branch that makes the laws and puts them into effect. The Judicial Branch is the Supreme Court. This Branch is the system responsible for defending and upholding current laws.

Under the constitution the Vice-president of the US presides over the Senate. His only power is the right to vote in case of a tie, but happens very rarely.

(The real power in the Senates rests with the president pro tempore who is elected by the majority party and with other majority party leaders, as well as minority party leaders.)
