A centralized system of government is one where there is one supreme government in which all citizens are ruled under. This may sound a bit harsh but not all centralized governments are bad. A Dictatorship like that of North Korea would be one harsh form of centralized government. Another example which for many people seems to be a stretch is the United States federal system. The entire U.S. is under the rule of the Constitution.

Most governments today, especially in Western European countries, authority is centralized. Power radiates out from the capital in these countries, such as France, Germany, Italy, UK, Spain, etc.
