the founders and framers of the constitution expected the government to be mainly led by congress. they were fearful of having too strong of an executive branch abusing its powers, so they gave the legislators more authority to keep this from happening. the constitution displays the numerous abilities of the House and Senate to keep the other branches in check. hope this helps!

What would the framers of the Constitution think about government today?

They would be dumbfounded by how huge and powerful we have become, and they would be amazed at how successful their creation has proven to be. They would be very proud of many things, and probably saddened by many things too. I would like to think they they would agree that the system they put into place wasn't really designed for a government that has become so large and powerful. Things they put into place to act as reasonable checks and balances have instead become cumbersome, and perhaps dangerously so.

What branch of government can fail to enforce a court order?

Why do you think the branches of government are discussed in this order and at this length?

The legislative branch is discussed first and in greatest detail because it was meant to have the most power. The executive branch is next discussed at little length because it was not meant to be too powerful and meant to be protected against. The judicial branch is discussed last and least in depth because its role was not fully realized yet and its power was minimal.
