They ask the president to sign it and if he dissagrees(or vetos it), they have to get a ceirtian precentage to have it passed. After they get the president to sign itso it can be passed, but if he vetos it than the congrass votes on if the bill should be passed or not. i think they have to get 3/4(voting twards the vote) to pass it.

The concept of "Checks and Balances" comes from the constitution. The different branches of the government "check" each other's power so that no one branch has more power than the other. For instance, if the legislative branch has an idea for a law, they present it as a bill. They send it to the executive branch, which in the United States is the president. If the president does not like it or believes in is unconstitutional, then he will veto it. Just because he vetoes it doesn't mean it is finished. If the bill comes back to the legislature, they can vote on it again. If more than 2/3 of the senators and representatives vote to pass it, they override the president's veto.

Constitutionally speaking the US President plays no role in the legislative process other than what influence he may exert on certain legislation by virtue of being the leader of his political party. Only when a bill is passed by Congress an is sent to his desk for signature into law, does the President affect any law.
