Konrad Adenauer was a prominent German statesman of the time- he was Chancellor ( equivalent to President) of West Germany. I believe one Theodor Heuss was the Burgomeister ( City-master- we would say Mayor) of Berlin during the famous Berlin crisis early in the Kennedy adminstration. Herr Heuss is known to many as the namesake of a German Coast Guard cutter of the rescue flotilla type- I used to see ads for the ship model all over the magazines and in hobby shops. I assume Heuss was a Naval officer- I was wrong. He had the(Conn) of the ship of state- in Berlin. In Nazi times the title Gauleiter- lit. County Leader or executive would be the title- Joseph Goebbels was Gauleiter of Berlin for much of his career- sharing hats with his better known task of Propaganda Minister.
