Deregulation of business refers to a reduction of government. With more control over, government has less involvement in businesses, which is why it is considered to be a smaller government.

For example, if you are shopping for insurance you can try multiple companies to get the lowest price possible. Car insurance companies are everywhere, but with electricity, the majority of customers have only one option. Now applying deregulation to your electricity, you can now shop around for the best rates on you electricity.
