If you are referring to the population of states, then large states wanted the number of representatives to be based on population while the small states wanted the number to be equal. A compromise was met giving both the states' requests creating the House of Representatives and the Senate. The House's representatives are based on population while the Senate is equal for all states (2 senators per state).
