$1. They are ordinary circulation coins. Billions of them are minted each year.

Even the most boneheaded government functionary would not authorize the minting of a coin worth major bucks more than its face value, and then put it into circulation at a discount.

(Note that I'm not considering the current situation with nickels and cents, which are worth somewhat more than face value due to metal price fluctuations)
