From 1810 until 1860, the U.S. Supreme Court met in the recently vacated Senate chamber on the ground floor Capitol Building's old north wing.
In 1837, Chief Justice Roger B. Taney ordered a large wall clock from Simon Willard, a Boston clockmaker, to place over the western mantel. Frustrated with his Associate Justices' lack of punctuality, Taney had the clock set five minutes fast so they had no excuse for tardiness.
When the chamber was renovated for use as a public museum in 1975, the Willard clock was placed over the mantel and set five minutes ahead, in accordance with tradition.
The clock is set at 4:10 on the back of the $100 bill. The time can be noticed with the help of a 20-fold magnification.
The clock has been used to tell time on ships for centuries.

None. The US Supreme Court hears most cases under appellate jurisdiction, and does not listen to witness testimony. In fact, appellate courts may not retry cases, but must accept the factual determination of the lower court and/or trial jury. The US Supreme Court's role in the appellate process is to determine whether the petitioner/plaintiff's constitutional rights were violated by a law or the legal process, not to determine a defendant's guilt or innocence. The majority of the tower beneath the clock is fairly empty, apart from two exhibition rooms on two floors. The driving mechanism of the clock (which is entirely analogue) is located in a single room, underneath the clock faces. Above the clock faces there are two chambers. The first chamber is the Belfry, and has the bell of Big Ben located in the centre, with four Quarter Bells in the corners. Above this is the mechanism for operating the bells. The highest chamber has a lantern called the Ayrton Light.
Presumably put the clock back to the days of the Founding Fathers.
