The president is the head of the Executive Branch. It is the duty of the Executive Branch to enforce the laws of the United States. (One would hope that this would be enough to answer your question).

To take it a step further, it is among the duties of the Legislative Branch (Congress) to make the laws the the President / Executive Branch are to uphold.

More specifically:

Article I, Section 8: "The Congress shall have Power...To regulate Commerce with foreign Nations...To establish an uniform Rule of Naturalization...And To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the United States, or in any Department or Officer thereof."

So you can see, that because congress has made laws concerning our borders and Immigration, as mandated by the Constitution, it becomes the President's job to enforce these laws.

If he / she decides to abdicate his duties and forsake his / her oath of office, he / she is unfit to hold office and should either resign or be impeached. This final statement applies to all matters, not just immigration reform.
