King Charles II Issued a royal charter in 1663 that allowed the colonists of Rhode Island a large measure of self-government. Their governor and many other officials were elected by the colonists and no longer appointed by the king. The charter guaranteed "full liberty in religious concernments" to the colony. Members of religious sects such as Jews and Quakers, who were persecuted in other colonies, were able to enjoy complete freedom of worship in Rhode Island.

The Rhode Island Colony began as a Theocracy in the 1600s after Roger Williams arrived. He was a religious dissenter who was banished from his former colony. A Theocracy is a form of government where the Church is the Government. I hope that helps.
