Virginia plan- vote by the people based on populations, much like the House of Representatives in our Legislative Branch. New Jersey plan- each state gets one vote each so that it's equal, like the Senate in the same branch. Later, it got compromised so the the government of today could have both- it's no coincidence that the two Houses are structured that way on how to vote on issues.

The Virginia plan was an idea proposed for the decision on the amount of representation for each state in Congress. The Virginia Plan suggested that representation should be determined by population and size of the state. That plan was not passed because it clearly did not favor smaller states who would end up with very little representation in the government. The New Jersey Plan was a completely contradicting plan that suggested that representation should be equal no matter what the size or population of the state was. That plan was not passed either because it only favored smaller states and politicians from the bigger states believed they needed more representation because of their size.

New Jersey had one house, states would be represented equally,so all states had the same power. The Virginia Plan had two houses, bigger states counted as more then the small states. :)

The main disagreement is how the states would be represented in the federal government. The other disagreement was which type of state would be more powerful, the big or the small?
