His advisers had told him to make it a pep talk, full of confidence in Americans' grit and strenght to overcome any problem - basically the approach that his successor Ronald Reagan always chose to such good effect. After first getting favorable public reaction to the honesty of his speech, Republican politicians and later most commentators started to criticize Carter for focusing on the issues instead of on the solutions and on belief in American resilience. This quickly translated into a general feeling that Carter did not 'trust' the American people and showed no leadership.
