They already have their independence, they have had their independence since April 17, 1982.

As to the question of whether the 13 colonies could have declared independence if they weren't unanimous, answers will vary. Most might state that independence would be difficult without the support of all thirteen colonies, but some might say independence without consensus was still possible. For instance, colonies that objected could be absorbed into Canada or find a way to peacefully co-exist with those that seceded.

Quebec tried multiple times having independence, which means Québec would be a country, but to do so, we need to have a referendum. A referendum is asking the population to vote on a question. They had referendums multiple times, but because Canada's entire population was asked, they are way more English people, outisde the province of quebec, so, they lost.
